Our submission on EPA Victoria’s updated Risk Management and Monitoring Program (RMMP) is focused on one priority: getting better environmental outcomes without unnecessary complexity.

Dairy processors take environmental risk management seriously. We support the EPA’s intent to improve clarity and consistency, and we share the goal of protecting public health, natural resources, and community trust.

But regulation only works when it’s proportionate, aligned, and practical.

In our submission, ADPF recommends a risk-based approach that recognises the diversity of dairy processing operations, allowing low to moderate-risk sites to rely on existing systems, rather than duplicating documentation and audits. We call for stronger alignment between EPA requirements and existing food safety, wastewater, and export frameworks, so businesses aren’t navigating parallel systems that deliver little additional benefit.

We’re also seeking clearer guidance on what “reasonably practicable” looks like in real dairy operations, consistent statewide interpretation, and practical templates developed with industry to support compliance without driving up costs.

Our message is simple:
Focus on risk.
Reduce duplication.
Work with industry to lift performance where it matters most.

Because when regulation works with dairy processors, not on them, we get cleaner production, stronger compliance, and more resilient regional industries.
